Turns a tricky spot if you believe you can get paid if the board pairs or it comes another heart then call (cant really see the stacks).

Well we have 18 outs and only need 33% direct odds to call. Admittedly sometimes some of our outs won't be good (like he may have the nut straight and the nut FD) but overall it would seem a mistake not to call here, especially when we have position OTR. Also, if you don't think you'll get paid OTR when you hit then you probably should add some more bluffs into your range on the river. eg. Say instead of having a set here you had K8xx with a flush draw. You could call and if the river came a 10 and the opponent checked to you, you could bluff. Or if you have a flush draw without the set you can call and then bluff on a paired river.
