Playing a shortstack on cash...

No real reads on villain however he seems quite passive and will call for draws.

Question is how much to bet on the turn?  He's a shortish stack.  Should I be the betting smaller to give him room to bluff if he wanted and giving him better odds or should I be betting bigger to commit him to the pot?  He could have an ace... he could have any draw so there is no guarentee I get his stack if I bet small and he misses river...
