Now what?

We are on the bubble of an mtt.  Ninja's stack is around 9700.
Villain has raised pf everytime he has had a decent hand and has always folded the river unless he has something.

Would he be raising the river with the T spades, Qx no full house or air?  Surely villian is raising knowing that we are always calling, so my question is, Can we ever find a fold here?

    Agreed except this is what I had done with him twice before to get value from his bottom pair and also K high, so I thought I would follow suit and hope that he would jam the flop or turn.  When he jams the river, it throws me. 
    Anyway my question is can we find a fold on the river?

    Edit: Decided to remove the hand.
