Bounty Hunter Tounaments - Why Do Sky Keep Head Value?

I've noticed that there are frequently bounty hunters running on here, and have slowly began to play a bit more frequently on this website, due to the new software. I recently won a bounty hunter on here and was pretty disgusted by the outcome of the prize money.

I can't help feel though that sky are still not geared towards running a trustworthy and reliable poker site, rather than just something to run along next to their sky bet and sky vegas. Can anybody explain why the head value is kept from the winner and put into skys back pocket? That is the players prize pool at the end of the day, and i feel strongly this is something I could take further, as surely its against some sort of regulation never seen this before ever, wouldn't have it down a casino or any other site, so why here?
