I actually think you could make up or raise with this, it's opponent dependent.
 
Dave is never folding his hand pre, but I suppose we really ought to raise pre, even though I don't much enjoy being OOP.

I don't really mind either, making up or raising.

Of course, on THAT flop, neither of you are ever folding, & it plays itself.
 
One of those peculiar spots when we THINK we want to hit our set, but in fact it''s the worst card in the deck for us.
