Pocket 9s out of position

Think I mangled this hand tbh.  Should I be raising pre flop given I am out of position?  If I flat am I just set mining?  I always find 9s out of position tricky.  I thought my play probably looked like a spade draw so thought he might check back the river if he had 77 or 88.  The small bet on turn and big bet on river looked like he got there.  Maybe I should have raised turn?

Reads - p1 is a reg who plays a bit tighter than most at this level so that might have influenced my initial play.  p2 I haven't seen before so probably not a reg but otherwise didn't really have much of a read.

    P2 played it like a flush draw that hit too.

    I think as played I fold river but as you controlled pot all way along I do not mind a sigh call on the end

    Played it fine. 

    Against a tight villain and a call, flatting 99 is going to be very profitable. 

    You get enough value from simply set mining, and there are lots of run outs we can bluff catch.

    c/c, c/c, c/f is a profitable line v most villains here. 

    Might be summat in making a play on the turn, or bet folding a small size on river, but you can play profitably with the line you took.

    I play this hand the same way. We dont want to raise pre unless we know they are loose as we are OOP so no need to play a bigger pot.

    We have under repped our hand and I would call against some but in general, as it played and your lack of a read on this new player, then folding is fine. But I will be watching them carefully!!
