If villain knows what he's doing (and he probably does), then his range here is potentially quite wide as they will be aware your calling range for 80% of your stack is so narrow in a sat, and the SB is locked for a seat and just won't/shouldn't be getting involved.
Little details like the other stack sizes at the table, and if this is towards the end or start of the 2/400 level would be useful.
If the blinds go up next hand, this is a more desperate shove, whereas if they have just gone up you can maybe give them more credit for a hand.
If you're 17/25 then I'm guessing they'd be 21/25? So they are in need of chips but not on life support. Think a fold is good here.
