I would prefer to flat 99 here, unless youve established some dynamic or have alot of history. I dont really agree with "finding a better spot" If its a profitable spot why wait till you find another?
Im not very good pre-flop tbh but imo flatting here is defintely better if you dont have a plan for what to do when you face action after 3b

If you look at ranges
2.5% 4b shoving range here QQ+/Ako+
You have about 35.7% equity
If he is doing this with JJ+ Aqo+
You have abouit 39.3%
Lets say for example he has the latter range and has bluffs like kjo+ kq+ Ajo+ (not ss)
Your looking at 45.5% and can defintely argue to get this in.
48.6%
Throw in all pairs as some players do this and you got yourself 56.3%
Equipped with a wider button range and ability to play post flop 3b 99 to get it in can be a very viable option sometimes.
I would strongly suggest downloading an equity calculator and just mess around with it. It can help your game alot and also let you realise that when your all in and get bad beats, often your not that far ahead
