Check Raising River Live

Unfortunately, I cant remember all the cards for this one but this query is more of a "what are the rules" type question anyway...

I was playing live a while back, me and this other bloke in a hand. I've raised pre flop out of position, he calls. (my cards not important in respect of this question)

flop comes # # q

I raise, he calls

turn is a q

I check, he checks

river is a q

I check, he raises...

If I raise all in here? Is it completely unbelievable that I have the last queen in my hand, as I am supposed to raise when I have the best possible hand, so there's no question of collusion?

if I'm being a bit thick here, I do apologies, but I'm just not sure what the rule is in this type of situation?

    Sort of...  I suppose what I'm really asking is, am I allowed to check on the river if I had the queen? Or would this be seen as some form of collusion, if he checks afterwards?

    If checking the nuts is not allowed, then surely if I check raise, it is obvious that I don't have the queen.

    The rule is you are not allowed to check the stone cold nuts if you are the last to act.

    This is a tricky one, why would you just call the raise with the stone cold nuts? Pretty much the same thing in my opinion.

    Be interesting to see if anybody can shed any light on this.

     Ahhhhhhh, this answers my question. 

    So it's only if I'm last to act that I would need to raise.... Wish I'd raised all in now instead of folding.

    If it was multiway and I was holding the nuts, I may get more value calling and allowing those still to act the chance to either call or take a stab
