You can buy-in if you want to guarantee your place, but some people will do this then try to qualify. If they get to later stages they might de-register thereby saving the £220 buy-in.
I myself have bought in directly, as my wife is away in New York that week and i wanted to make sure i was in the tourney, but i also took the view that at 1 in 10 to qualify through the semi, you could very easily spend most of the buy-in trying to get there, just my take on it, not everyone will agree with me but that's my reason.
