playing a rebuy mtt and a guy looses all his chips last hand before the first break. i get he can rebuy then add on but how does he get from 0 chips to starting the first hand after the break with 7000, when the rebuys 2000 and the add ons 3000?

yes. remember if it seems impossible but it happens then you missed something.

how can he rebuy twice?

because most tournaments allow you to double rebuy when you bust. or when u start insantly rebuy and get a 2x starting stack.
