How to play pocket 99/10

Having annoying time playing pocket nine/tens.

If there is alot of action do you guys (i.e. a big raised under the gun) do think you should fold? 
Also if only calls in early position do you guys think a raise is inorder.
Should you re-raise a loose raiser?

On the flop if there is an over card and you are against two players. One of them places a sold bet, should you definately fold? What about if one player (who is loose)?

Is it worth going all in preflop if alot of weak action prior?

if we are talking about cash games with 100bb stacks then i would call an open unless i have reads saying i should reraise, i would raise vs limpers  and i would raise if it is folded around to me.

what about if there is alot of action i,e, raise ,re-raise is that a general fold??
