help who is correct?

whilst playing in my local, two players left in a large pot after the turn, player (A) goes all in, player (B) says how much, Player (A) then thinking he has heard a call flips over his cards face up next to the pool cards revealing two pair. player (B) then argues that he has not called and that player (A) has mucked his cards and wants to take the pot. player (A) argues that he is entitled to show his cards and that player (B) should now call or fold armed with all the information available to him, (knowing his oponents exact hand) . who is correct?

im not sure about the rules of live poker so im not sure, but out of shear sportsmanship player B really should'nt be doing that IMO so im siding with player A

player B has the option to call or fold, as the cards were mucked face up they are still live, also different clubs/casinos and venues have conflicting house rules so it should go to the tournament director or who ever is in charge to make the final decision

In a tornament his hand would normally be declared dead.  In a cash game, normally, you have the option of turning your hand face up to pick up a reaction, so I'd of thought it wouldnt be to big an issue.  Other than player B having more info than he should.
