playing out of position..?

When is the best time to play out of position with cards such as 56  67  78 89 etc.

all i hear about is people saying you shouldn't limp in cheap, but of of position most players wouldn't call a high raise with 78?  so when is it good value to call with such cards.?

    For me (if its cheap) at a short handed table position is meaningless with suited connectors as you ask here.  More to do with my own stacksize relative to blinds.

    But you dont want to limp in early postition if there is going to be significant action behind that you cant follow.  Often better to raise than limp call if someone raises in later position.  Funnily i think thats what alot of the early position min raises are, people who want to play suited connectors, but trying to play it stronger than a limp.
