I THOUGHT I NEW ALL SCENARIOS OF POKER RULES BUT THIS STUMPED ME BLINDS 200-400 6 HANDED TABLE THERES A FAMILY POT, AFTER THE FLOP THAT ARE ALL LOW CARDS RAINBOW SB CHECKS BB BETS 1200 UTG 1-2-3 FOLD THEN THE SB FOLDS OUT OF TURN BB THINKS HE WINS POT & SHOWS 10-10 THINKING HE WON POT BUT THE BUTTON PLAYER STILL HAS HIS CARDS WHICH WERE PARTLY HIDDEN BY HIS HAND ON THE TABLE ... NOT SURE WHAT SHOULD HAPPEN THEY DECIDED TO LET BUTTON PLAYER DECIDE WHAT HE WANTS TO DO HE CAN SEE A PAIR OF  TENS HE CALLED THE 1200 TURN  CARD WAS A BLANK CAN BIG BLIND BET EVERYONE WAS SAYING HE CANT BET HE HAS TO CHECK SO HE CHECKS BUTTON CHECKS RIVER IS AN ACE BB THINKS HE HAS GOTO CHECK BUTTON CHECKS & SHOWS A-7 & WINS THE POT. WHAT SHOULD HAPPEN AFTER THE PAIR OF TENS WAS SHOWN?

It's down to house rules.  However it is pretty much accepted in a tournaments that if a player exposes their hand while there are others still left to act that:

    1)  Their hand is live
    2)  They lose their action, in other words they can fold or check/call, never bet or raise.

Seen this a number of times and therefore the ruling above is pretty much in line with that.  Remember it's the player's responsibility to protect their cards, regardless if some has folded out of turn in the middle.

However, depending on the venue, the pocket tens might still have action or be ruled dead.  Generally though it happens as stated in your OP.

in tournaments his hand should be dead right away if you are playing in a 'proper' tourney. if its a friendly homegame between friends then its up to you guys.

YOUR SAYING THE PAIR OF TENS IS A DEAD HAND SO THE BUTTON PLAYER WINS? IT WAS A TOURNAMENT

From the Tournaments section of Roberts Rules of Poker:

    22. Showing cards from a live hand during the action injures the rights of other players still competing in an event, who wish to see contestants eliminated. A player in a multihanded pot may not show any cards during a deal. Heads-up, a player may not show any cards unless the event has only two remaining players, or is winner-take-all. If a player deliberately shows a card, the player may be penalized (but his hand will not be ruled dead). Verbally stating one’s hand during the play may be penalized.

Played in plenty of proper tourneys where the hand is not ruled dead, but as I said, house rules apply.

    Yeah TommyD is right.

If the hand is shown by accident then he loses his right to bet/raise.

Where as if the player verbally says what they have as a means of getting a reaction from their oppo, i.e they have gone all in and are waiting for a call/fold. If it's proved the player is actually holding the hand he has declared then the hand is dead, and all chips over the line go to the opponent. I saw this happen to a mate the other week. He was all in, the oppo tried to get a reaction and my mate said I have 7,7 trying to get a reaction back from the opponent. The TD came over, checked his cards, he did indeed have 7,7 so his hand was mucked and all his chips went to the oppo and he was eliminated.
