i would fold pre no need to get involved with only 4p commited if you think the shorty is ontilt/overly active you will have position on him most other hands wait for a better hand in position to stack him

Fold or 3 bet preflop (3 bet if he opens wide and will fold often to a raise).

A9 is a horrible hand to be playing out of position.
