Calling 25BB shoves pre

If you're readless and a small stack 25BB or less open shoves pre what's the smallest pair you call with?? I did it twice in a session yesterday when very small stacks shoved, once I had 66 and once I had 99, both times it was a flip, won one, lost one.

Just wondering what's the best way to play these situations?

EDIT: I should have said, I'm talking about cash and specifically 4NL - 10NL really.

I'd want 10's minimum, maybe 88/99 if they've been doing it a lot.

10s standard really lower pairs include if the more aggressive they are

depends how good they are at short stacking - if they're an idiot i'd probz call w/ 1010 +  - nothing less

if theyre a pro short stacker it'd probz be a bithigher, but depends on position etc ... e.g. if it's btn vs blinds my range will increase - if its utg vs middle position my range will be narrower

I'm talking about short stackers at 4NL - 10NL where 99% of them are not short stack experts, they just sit with £1-£2 because they have small BRs and are scared to put a full BI on the table. Despite being happy to put £2 on, lose it, then put another £2 on.
