Help with online lingo

I know On the level means to be truthfull as leveling with some one is also letting them know the truth. Beeing on a level with someone means you are thier equal. Of coarse these terms may have a new meaning these days as Im not a young man and dont get todays lingo.

What do people mean when they use the word level or on a level ? I have seen this term a few times but can't obtain a definition even from urban slang dictionaries.
Is this neologism so fresh in its origin it has yet to receive official recognition ? Is it a form of insult ?
If any of the  'kids in the block' could help me here i would be most grateful.

Levelling someone's just making a fool of them, taking the p'ss as it were. Think this is the only place I've ever heard it though.
