Is this always a fold readless? In my mind its certainly shove or fold, there's no way I can flat with what he's got behind. But I went for fold, sometimes if I feel more gambley I will shove here but what dya think?

For 0.02/0.04 thats a big re-raise. I don't think he is bluffing here.
9's easy fold. I wouldn't call here as the chance of an over card dropping you will have to let it go when he c-bets and I think he has something so if you shove or 4-bet here what you going to be up against? I think your crushed by a higher pair or 50/50 with 2 overcards.
At these stakes you should be able to find allot of spots better than 50/50

clear fold readless. You generally need fold equity to shove 99 and I wouldnt think you have much here
