Yes, he didnt have a lot,did he? He must have been unconvinced by your weak reraise on the flop and figured he could push you off the hand.

A stronger response to his standard Cbet followed by allin in on the turn would have been more likely to succeed.

When you are shortstacked be more decisive. Keeping the odd 17p back is crazy
