Stack sizes force the shove. Folding AQ to one bet with fewer than 20BB is too tight. The alternatives are to call, miss most flops and fold to a c-bet having put inabout 1/6th of your stack. Calling wouldn't even guarantee seeing a flop with players to act behind. Raising less than all-in is bad unless you think you're guaranteed to be 4-bet by AJ and worse.

You can't really expect too many folds from this player, since he's put in such a large proportion of his stack, but you will be ahead of a fair proportion of his opening range - AJ, AT - and you'll be flipping against most pairs. You're only afraid of 4 hands, but you're short with fewer than 20BB so you can't fold AQ in these spots. You will get some folds, sometimes, but you need to win races to win tournaments anyway and this is one of those spots.
