There is no such thing as "best" There are a number of different sets of rules depending on where you play

Two of the more often used are Roberts Rules and The TDA rules, which are compatible

The live industry actually really needs a set of standardised rules. That is slow going, said with feeling as someone involved in a poker association working towards that end
