This is pretty nitty 3 handed in my opinion as 99 is normally pretty strong and certainly blind on blind. What game format are you playing? SnG? MTT? if so how many left etc... If this is final 3 of SnG then call for sure in my book as you likely in fair shape and I normally feel its 1st or 3rd risk.

Game type would maybe sway my choice, and stage etc.

seems like this play from  villain must always be bad whether he's super strong/weak or anywhere in between.

What hand can he have where this can ever be a good play?

On this basis i'ld pass and wait for him to make a mistake when its more obvious that you are comfortably ahead.
