Like above really in a vacuum it should be a call. However, you can raise fold with a lot lower than 25BB imo against half decent players.

was thinking at best its a flip so sigh folded i felt i have a edge vs this guy post flop so no need to gamble

It looks to me he just wanted to steal the pot, but as you said he had been playing very tight I would say he had a strong ace.

If it was near the bubble or a big prize jump, its even more likely he would be stealing as most player tighten up during this period.

Should you call? With only 25 bigs left I would lean towards a call, you wont get many other chances to get it in with a strong pocket pair pre-flop.

I can never fold this, I aint no tournament player but here's my reasoning

villain also has similar stack and will be shoving pp lower than 99, maybe not many but I'd probz shove 77,88.. all above 99 obv. I'd probz shove A10s onwards.

maybe I'm just a fish who needs to learn how to lay a hand down

If he is tight, would he loosen off with all of his stack after your raise. Why risk whole tourney on a flip/
