pstars, full tilt and american law

I know a few yrs ago, the US banned online poker sites for their citizens.  Recently, I understand Partypoker had to pay a huge fine for flouting these laws. 

I was just wondering how stars and ft (and i think 1 or 2 others) get away with this.

i would imagine that 2p2 would be a better place to ask.

this might get deleted btw, i did a thread once with another sites name in the title and it was gone in 10 mins.

that would be pretty rough censorship if it is.  Im not exactly advertising these sites.

yeah thought that would have something to do with it.  There must be more to it though, whith such a huge market that the US has, it would be worth it to any site to relocate

bit unreal they have the gambling city of the world in las vegas  but yet there are banned from playing online
