4NL - Too Aggro with TPGK?

I don't have any notes on the player, but from my experience, the overcall on the flop there tends to not be super strong to induce, it's more marginal holdings and draws where they don't want to fold but don't want to raise.

Is this just too aggro? Or just a cooler?
