should i of value bet?

i was playing 5p/10p and had a pretty good read on the villan. The players were limping alot so i put in a raise. from there i got checked in so i ruled the ace-rag out as often they would bet any ace. i hit 2 pairs on the turn so bet just over 2 3rds of the pot. i put the villan on q with an 8 or 9. i was willing to call a bet on the end as the 9 could of easily hit. basically my question is should i of put in a bet on the end, say half pot and then folded to a re-raise and follow my reads?  Did i lose maximum value from this hand?

If Dohhhh says its a bet/fold it probably is. Although thats clouding my judgement. 

My origional thoughts on that hand are really why arent we value betting here. Then i read your reads, and brutally honest opinion I can't really see any reason why not to try squeeze some value on the river. To say my opponent specifically has Q9 after this action is crazy.  Going by your comments thats what you put him on because if hes a passive fish we can probably get a small bet called by Q8 which we beat. 

Based on what we know from this specific hand, hes called pre OOP checked flop to the raiser, then c/c turn. His range to me hasn't been really narrowed at any point in this hand. And unless I'm c/r on the river I'm thinking 2 pair is good 80+% of the time. Therefore i'm thinking how much value can i get worse to call. £2 seems about right to me for that.
