over pairs OOP on dry boards with loose players

i have been on a cool down after what happen to me with this hand on a dry board but i wonder if it was actually my fault for no being agressive enough and maybe too worried about a set

on the table at the time i was the only tight aggressive person the rest basically were calling stations and/or loose players
so basically what i am thinking is should i have just shoved my full amount in on the flop rather than check min raising.

also could i please have some advice on how to manage my betting when i have a table filled with fish, i'm thinking that could be my big problem with getting lots of bad beats.
i have tried watching the sky poker channel but the trouble with that channel is they don't bother with a micro stakes table most their focus is on the big money tables which rarely have fish on

    if they call alot have good hands and bet big. you minraise the lead, which given his hand strength you want him to call with (but in general raise more) as it's very unlikely he will win however there is no reason to check the turn and there is your mistake. stacks are so short just shove turn.

    think you can lay most the blame at your own door with this one.

    3 bet bigger pre. i make it about 40p if they are loose as your likely to get call. 24p total is still inviting to get calls from bb and limper as well as raiser. 

    flop i hate giving people free cards so i cbet lead, as played if i check raise its defo bigger than a click back.

    turn is a shove as both other players have less than a 3/4 pot bet behind.

    youve let a player catch runner runner by giving cheap/free cards.
