How come some had 10000chips strating stack and some had 5000 chips starting stack. I strated with 10000 chips and then after a few hands my stack dropped to 5000chips?

hi noticed that number of spin up tables seems to be capped at 4 for each stake level. These are often all full so can more be allowed to run please, this should mean more rake for sky!
